Determining Plan and Process of Decentralization to Local Government Organization Act, B.E. 2542 (1999) which comes into effect in November 18th , 1999 stipulates the establishment of the Decentralization to Local Government Organization Commission. The Commission is established to set forth the authority and function in managing public services between the State and local government organization and those among local government organizations themselves.
Also, it includes the management of proportion of taxes and duties between the State and local government organization and those among local government organizations themselves. The triangular composition of the Commission is as the following.

  1. Prime Minister or Deputy Prime Minister delegated by Prime Minister as a Chairperson
  2. Eleven Ex officio Commissioners from relevant State agencies
  3. Twelve representatives from local government organizations ( two from provincial administrative organization, three from Municipality, five from Subdistrict Administrative Organization and two from Bangkok Metropolis and Pattaya city)
  4. Twelve Expert Commissioners who have expertise in government administration, local development, economics, political science in local government administration and law
